This report presents the findings of a qualitative review of Manaaki Tangata, a low barrier, relationship centred space supporting people experiencing homelessness in central Auckland. The purpose of the review was to understand the value and contribution of Manaaki Tangata, how it is experienced by those who use it and those who hold it together, and which elements are critical to preserve as decisions are made about its future.

The review was commissioned to inform reflection, learning, and decision making, particularly in light of the planned redevelopment of the current site and the likelihood that Manaaki Tangata will need to be relocated. It considers not only what the initiative delivers in practical terms, but how it works in practice, why it matters to people, and what could be lost if its defining qualities are not carefully protected through any transition.

Evidence for the review was drawn primarily from written reflections and interviews with people who use Manaaki Tangata, alongside perspectives from Māori Wardens, community organisations, and council staff. A narrative led thematic approach was used to ensure that lived experience remained central to the findings, while still identifying clear patterns relevant to policy and operational decision making.
