This report consolidates a diverse array of both local and international research sources and offers a database of findings and insights that support the Vehicle Kilometres Travelled Reduction Programme (VKT-RP).

Auckland Council was required to produce the urban VKT-RP with the target to reduce VKT by 29% by 2035 as part of the previous government’s Emission Reduction Plan (ERP). The final VKT-RP proposes a range of communications, engagement, legislation, policy, transport, land-use, and road-pricing mechanisms that would all need to be delivered in sequence to achieve the VKT reduction target in Auckland.

It was endorsed by Auckland Council’s Transport and Infrastructure Committee on 4 April 2024 to be used to inform Auckland Council and Auckland Transport in their transport, land-use and communications planning and programme development.
