The Auckland waterfront is an important multi-land use area for the city: Industrial and commercial entities such as the Ports of Auckland and fisheries share space with recreational facilities, tourists, businesses and shoppers in one of the most densely populated areas of New Zealand. The proximity of the port and the associated visiting vessels to this central Auckland location provides easy access to Auckland’s commercial centre for industry and tourists alike, but also raises concerns regarding possible impacts on the environment. Studies carried out world-wide have shown that shipping emissions impact upon the air quality of coastal areas adjacent to shipping routes, to the detriment of human health and the local environment.

This report sets out the findings of urban design research into an economic evaluation tool developed by Transport for London, known as the Valuing Urban Realm Toolkit 2016 (VURT). The tool was developed to ascribe a monetary value to the investment cities make in the urban realm. The research documented in this report, which took the form of three case studies for different streetscape locations and future development scenarios within Auckland’s city centre, was carried out by Boffa Miskell urban designers in the first quarter of 2017.

Auckland’s sustained population growth and its projected future growth, puts pressure on the natural environment. The concentration of people living in one particular area requires resources – land, water, energy, infrastructure and material flows. Economic efficiencies can be made through concentrating large numbers of people who live and work in urban areas, but resource flows also create waste streams and require the conversion of natural or rural land to built form.
