Over the next 30 years, Auckland’s population is expected to increase by up to a million people. This growth is an opportunity both for the city and New Zealand as a whole, but it comes with challenges. Auckland has to ensure an adequate supply of housing to meet this demand or face growing housing shortages, continued soaring house prices and a fall in home ownership, growing unaffordability of rents, and increased homelessness.

The Auckland Council operates a long-term, region-wide saline water quality monitoring programme. The main objective of this programme is to gather information for State of the Environment reporting under section 35 of the Resource Management Act 1991; to identify and monitor environmental issues and to assess the efficiency of council initiatives, policies and strategies. This report documents changes made to the monitoring programme since the last report and provides a summary of the data collected in 2015.

In the winter of 2016, marae in Auckland came to play a significant role in responding to Auckland’s housing crisis. Beginning with Te Puea Memorial Marae, marae opened their doors to vulnerable Auckland households – predominantly Māori – that had become homeless due to rising rental costs. The response of marae reflects their status within te ao Māori as an infrastructural embodiment of values that stem from tikanga and whakapapa, including manaakitanga and whānaunatanga.

There is currently debate and pressure to release more land on Auckland’s urban edge to alleviate land shortages and reduce average house prices. Studies have identified large differentials in land prices on either side of Auckland’s metropolitan urban limit (MUL). These studies have limitations as they compare raw rural land values with fully serviced urbanised land values and therefore do not take into account the substantial land transformation costs such as infrastructure, earthworks, holding costs, area required for roads and other space, sales margins, etc.

The fight for indigenous rights has existed at a global scale since the 1970s (Lane & Hibbard, 2005) but has only been recognised via international declaration (namely, the United Nations Declaration on the Rights of Indigenous People) since 2007. In light of increasing discussions around indigenous rights, local and national governments are coming under pressure to address issues of social justice in this field. Since the Local Government Act 2002, local governments in New Zealand have been given significant powers and responsibilities within their local jurisdictions which include statutory obligations to cater to the interests of local Māori (Cheyne & Tawhai, 2008).
