Deloitte was commissioned by the Ministry of Science and Innovation to undertake an independent assessment of the demand of high value manufacturing and services ( HVMS) firms for research and development and technological innovation services (or the Demand Study). The Demand Study specifically aims to inform a deeper understanding of i) how HVMS firms innovate in New Zealand, ii) the role public organisations play in this process, iii) HVMS firms' perceptions of gaps or blockages in this process which could be addressed through an institutional response or through other mechanisms; and iv) the possible role an advanced technology unit could play, including the services and activities it could provide.
