This 'thinkpiece' provides an overview of the historical and international context of 'place based' policy and planning, and concludes with some considerations for the Auckland regional context, in the light of reforms to governance in the Auckland region and the accompanying legislative requirement to prepare a Spatial Plan for the region. The report was prepared for the Auckland Regional Council to inform the development of the new Auckland planning framework.
