A critical review of the Regional Growth Strategy, the primary planning framework adopted by Auckland's councils. The report finds that while the Regional Growth Strategy has made a good start towards encouraging a more compact settlement pattern, implementation has been slow, due to the use of a light regulatory system and a lack of adequate tools to implement the strategy. The report argues that there is the need to learn from the experience of other cities overseas that have implemented compact city growth strategies.
