This thesis examines the housing status of Tongan people living in Otara. It is based on a survey of Tongan households, as well as interviews with key community and social service representatives. Key themes explored within the thesis include falling housing affordability, overcrowding, and the poor quality of much housing stock in Otara. Overcrowding is identified as a particular issue for Housing New Zealand clients, and this thesis examines the extent to which it is leading to malnutrition, and educational underperformance within the Tongan community.
